The KBO secretariat and representatives of the league’s 10 clubs held a board meeting today (12 December) at the Baseball Hall in Gangnam-gu, Seoul, and voted to reinstate the secondary draft, which was held from 2011 to 2019 and cancelled in 2021.
The 10 clubs acknowledged that the futures free agent (FA) system, which was implemented in 2021 and 2022, was not as active as the second draft, and decided to reinstate the second draft with improvements.
As a result, the Secondary Draft will return after this season and will be held on a biennial basis, with three rounds each year, as before.
A key change is reducing the number of protected players per team from 40 to 35 to encourage player movement and level the league. This increases the pool of players from which to choose.
We’ve also changed the way teams can still make a pick in the next round, even if they didn’t use their top pick.
The order in which players are drafted is in reverse order of their performance in the previous season, with the bottom three teams in the standings receiving two additional picks after each team’s first- through third-round selections, bringing the total to five.
However, to prevent player nominations from being skewed in favour of certain clubs, a team can only nominate a maximum of four players.
The transfer fee that a team that nominates a player must pay to the player’s former club is KRW 400 million in the first round, KRW 300 million in the second round, and KRW 200 million in the third round. The transfer fee for players selected in the fourth round and below, who can be selected by the bottom three teams, is set at 100 million won.
To ensure that players drafted in the second round actually play for the first team, first-round picks are required to register for at least 50 days and second-rounders for at least 30 days. Players in the third round and below are not subject to mandatory registration.
If a player fails to fulfil the mandatory registration rules within two years of being drafted, he can return to his original club, or if his original club does not want him back, he will be declared a free agent.
