The KFA held the ‘2023 Primary Winter Outstanding Team and Coach Awards Ceremony’ on 11 November at the Multipurpose Room on the second floor of the Football Hall in Jongno-gu, Seoul. The selection of outstanding teams and coaches was held for a total of three times. Firstly, the match supervisors assigned to the winter national tournament in February selected the top 20 per cent by evaluating the correct coaching attitude and game content rather than performance. Secondly, the Primary Subcommittee selected the candidates by evaluating whether they participated in unauthorised competitions and their coaching attitude during training. Finally, in the third round, Chairman Jung Mong-kyu, Competition Chairman Jung Hae-sung, and Primary Subcommittee Chairman Choi Kwang-won gathered to select the final winners based on the results of the first and second rounds of evaluations, including past disciplinary matters.

Of the 45 total winners, two were selected from the province: Hwang Joo-ik and Kim Chul-hwan. Hwang Joo-ik said, “I am personally motivated by this award ceremony. I hope you will create many such occasions in the future,” he said, adding, “I will work hard to create a system and atmosphere where children can enjoy playing football.”
